[FLOW3-general] XLIFF file is deleted

Ah, so your XLIFF file (the actual source file in …/Translations/) is
not deleted, right? Because that would have been really strange.

What might give a hint is the difference between the I18n cache in a
working state and when it's broken. Because if clearing that cache
(part) out helps, there could be some difference that causes this.
