[FLOW3-general] New package throws 404

Ok, now I found out that the package is owned by root because I ran
the script by root-user. Therefore I created a new user "planungstool"
and ran ./flow core:setfilepermissions planungstool www-data psaserv
and usermod -a -G psaserv planungstool.

Now I get Uncaught Exception Warning: mkdir(): SAFE MODE Restriction
in effect. [...] when I run FLOW3. But safemode is definitly
disabled...
