[FLOW3-general] Phoenix install - can't do it, is the documentation valid?

Ok, got over that issue (needed some spaces in my Settings.yaml).
Still get a 404 page though.
Here's what the package list shows me:

File does not exist: /var/www/html/setup
Have I missed a step somewhere?
