[FLOW3-general] TranslateViewHelper

Hey Marcus,

Karol has developed a Translate-ViewHelper working together with the
localization subsystem he developed:

The localization subsystem is quite far, but needs some love at a few
points to get it up and running ("the last 10 %") -- see
http://forge.typo3.org/issues/11954 . Right now, we don't have anybody
in the team who has time for this task; so we won't do it now.

Anyway, it will hopefully be part in a final 1.0, or an 1.1 afterwards.
