[FLOW3-general] TYPO3.FLOW3 Functional tests

I already had recent version of Build/Common/ submodule. But did not
realize there was already a .xml for functional tests.

Good news, all tests are running now. I had to setup my
Testing/Settings.yaml properly with a test database. I had to manually
specify the driver: 'pdo_mysql' and a user, password.
