Well, probably you're right, pootle is quite good tool. On the first 
look it's little bit uncomfortable cause that's a python's script and it 
requires to install all dependencies to run an so... But on the other 
hand - with little bit more effort it's possible to create translation 
platform on-line (like de facto T3 translation system is currently working).

I had no time to test versioning system, which will be finishing the 
whole translation system for F3 - but I created additional translation 
files based on english just with pootle's interface.

In other words it's possible :)
