Maybe a stupid question... but does your "Policy.yaml" file really looks 
like as you posted?

There is a missing ":" after "Editor" in acls -> Editor.
And a typo at "RestrictedDashbaord" (should read "Dashboard"). The typo 
is consistent in the file, so should not have an impact but the missing 
":" could.
