Hey Stefen, have a look at 
Packages\Application\TYPO3\Configuration\Routes.yaml:
-
   name:          'Experimentation setup'
   uriPattern:    'typo3/setup'
   defaults:
     '@package':    'TYPO3'
     '@controller': 'Backend\Setup'
     '@action':     'setup'

Smart, huh?

This was my first touch of Flow3/Phoenix after programing one extension 
with extbase. I'm amazed. In just one evening I could grasp most of 
concepts. Amazing work.
I'll stay with extbase for a while, but now I'm feeling safe of my future=)
