[FLOW3-general] Authentication provider and encryption key error

I already opened an issue for that. The problem is that this gets 
overwritten by Pakages/Framework/FLOW3/Security/Configuration/Settings.yaml:

   cryptography:
       hashService:
         # A key used for various tasks, must be unique for a setup!
         encryptionKey:

If you set your key there it works. Apparently that's kind of a 
complicated bug because it seems just to happen under certain conditions.
