As soon as you are sure it's a bug, yes, please open a ticket. If
there's no ticket, it's not a known issue :)

When we know something is broken we rarely commit it to SVN, and as soon
as we see bugs we usually open a ticket, even if the fix is already
found and ready to commit. After all the tickets are also a history of
work done.

So, please open a ticket for this issue!
