It should mean that symlinks are not set or not set correctly, maybe 
core package is missing too.
In Win 7 you could use mklink for Symbolic links, in windows 2003 Server 
you may need an external tool?
Or integrate dummy and source part together.

Do not no for IIS!
Which version of TYPO3 do you use? You may read install.txt for 
requirements.
If you can call the url within a browser network share should not be the 
problem.
