[TYPO3-windows] problems in fileadmin with create directorys

hello people,

so i have running typo3 4 and wampserver with apache, so i have the big 
problem, that i cant create files and folders in the fileadmin. -->  1: You 
are not allowed to create directories!

so i have written and simple php script which is create an folde in the 
fileadmin, that was ok.

can anyone help me.
