[Typo3-windows] BE issue: loadcta : failed to open stream

Hi All,
I'm new to the list and typo3 and have got stumped by
this, googled for a solution with no joy.

Using quickstart 3.8 on WAMP and get the following
error on BE page (user pages all OK, my other project
test sites all connect to mySQL Db's OK)

Warning:
loadtca(/apache_sites/testsite/typo3/typo3conf//apache_sites/testsite/typo3/typo3/sysext/cms/tbl_tt_content.php):
failed to open stream: No such file or directory in
c:\apache_sites\testsite\typo3\typo3\t3lib\class.t3lib_div.php

any suggestions?
