[Typo3-windows] Install typo3.8.0

Hi

I found out that my MySQL isntallation didn't work.  Reinstalled everything 
and tested alot (that's the advantage with VMWare installations).

I can't logon to BackEnd with admin account though.... Trying to solve that!
