[Typo3-windows] Problems on Windows

I've installed my Typosystem, once the freesite, onece the testsite and 
once the dummy-packages. on all 3 systems i could not login into the 
backend. the sites itself are functionally. I've also v´createt extra 
admin-users. If i type in user and password and hit the login button, 
the same form with clear field is coming back. Cookies are enabled. I've 
w2k, apache 1.3, mysql and php 4.1.
