[TYPO3-UG UK] help with 4.2.2 and rte editor

I think I'm getting there. The problem seems to be with special  
characters like umlauts in the locallang files, to do with the utf8  
encoding that's not working - my database is set up to use utf-8  
Unicode, so I don't quite know what the problem is.
