[TYPO3-UG UK] Missing menu items?

I seem to be missing a few items in the backend menu's.
Can anyone advise why this is and how I can remedy this?
Most important is the missing 'Template' menu but there are others I think
missing also.
I am using 4.1 beta1a but this has been with me for a while, since 3.7 I
think.
