One of the thing that really helps was that invited Kasper to talk to 
webmasters of Government of Québec in October 2004. That was the seed 
that blossom... A lot.

Right now TYPO3 is the defacto CMS for Intranets and Websites for the 
Governement when Sharepoint isn't selected.
