[TYPO3-UG US] Extension manual update

Hello all,

Tonight's update:

Welcome Lucas Thurston of Cast Iron Coding to the team!

I contacted the Advanced Banner Management developer, Wolfgang Becker, 
who uploaded the reviewed manual to the TER. Thanks for a great extension.

I contacted the RSS News Export developer, Michael Keukert, and 
forwarded the reviewed manual. Waiting to hear back.

I contacted the T3 core doc team and am getting some information on 
workflow between us and them. Peter Kindström has been working on a doc 
wiki, and we may be able to interface nicely with that and the team to 
expand past extension manuals and into the rest of the documentation.

Overall, it appears (on the third day of the journey) that people in 
both directions are receptive to what we're doing, so let's keep doing 
what we can to keep that up.

Manual progress: Gabe is on the TemplaVoila manual, Lucas is tackling 
the htmlArea RTE manual, and I'm still working on the News manual.
