[TYPO3-translators] access to upload translation files

Hello,

We have a customer in Japan and need to translate text of some of the core extensions into Japanese. How does one go about getting access to download and upload the .xlf files? 

I am trying to make changes to the TYPO3.core.form extension language files, but it looks like the server is having issues and finding out who to contact does not seem to be easy to locate on the site.

Help with access and the process would be greatly appreaciated. Thank you!
