[TYPO3-translators] Translations: pending suggestions

Hi,

In order to help reviewing pending suggestions, I just set up an
automatic notification on Pootle:

- Will run 1x/week
- Will notify translators/admin of a given project or language (that is,
persons who are able to "submit" a translation)
- Pending suggestions are aggregated by project and language and an
email is sent:

either for project ad: Google Maps or language Dutch; Flemish.

I'm convinced this will highly speed up translations to "get in".

I still have to find who to notify for languages without any registered
translator (e.g., Persian, Galician, ...) but I guess I'll simply notify
the two Pootle administrators, that is, Dominique and me and we will
blindly approve.
