[TYPO3-translators] Translation guidelines

Hello,

Since we are building vocabulary lists with Pootle now, it would also be 
a good idea to line out some guidelines for better consistency. We did 
this for German at some point (see 
http://wiki.typo3.org/German-translation-common-vocabulary) and covered 
differences in use of active/passive, ways to address the user, 
structure of questions and commands, etc.
