[TYPO3-translators] Double BE language fallback extension in TER

Just FYI as it affects at least people in French speaking countries and 
Brazil...

Description:
The extension adds a second alternative language in the TYPO3 backend. 
It makes possible to use a language without every single label 
translated then get the remaining labels in the alternative language and 
finally ends with default (English) when no one is available.

You can now have QC (French Canadian) -> FR (French) -> English or for 
your Brazilian editors : BR (Brazilian Portuguese) -> PT (Portuguese) -> 
English.
