[TYPO3-translators] translation not showing in II-XML - no external file problem

Hello

I am experiencing this strange problem, not all my translation are 
showing on the server after updating from repository.

For example cal is not showing and sr_feuser_register I had to 
copy/paste the translation into it.

I checked my files in my case typo3conf/l10n/is/cal/ and viewed them and 
there is my translation
                 <languageKey index="is" type="array">
                         <label index="tx_cal_event">Viðburður</label>
                         <label 
index="tx_cal_event.general_sheet">Almennt</label>

so the translation is there but it is not showing in II-xml

What I found out is that I have to put check-mark in
Translations will be local in main file (0 already)! [No thanks, move to 
external file!]

update file even if empty, then I have to delete the zip file from 
typ3temp and even the files is is/cal also and the update from repository.

This is probably is a bug with II-xml or extension translation handling.
Is there someone experiencing the same problem
