[TYPO3-translators] Update of sysexts

Folks,

Would it be possible to enable the update of translations for sysexts
via the TER? Or alternatively establish some very light-weight "quality
assurance," e.g., by only using sysext translations that have a
"proof-read and OK" flag set?

The reason I'm bringing this up are errors in the German translation of
system extensions which unfortunately made it into the distribution of
4.1.5. While errors in normal extensions are not desirable either, we
can easily fix them and a short time later, people can re-download the
translation from the TER. AFAIK this does not work for extensions like
install, so people are stuck with the errors.
