yes - I got aswer from Stephan Galinki - author of lfeditior.
the datastruture was incorrect

should be like this
<ROOT>
		<TCEforms>
		 
<sheetTitle>LLL:EXT:abcourses/locallang_db_flex.xml:general_settings</sheetTitle>
