[TYPO3-translators] new extensions on translation server?

Hello,


1) when the translated extensions (tt_news, for instance) from the new 
server ( http://217.29.33.86/translation/typo3/ ) will be available from 
extension manager?


2) if an extension is not available on translation server, we should 
create a local translation. Question is: how to upgrade locally 
translated extension? all xml files will be overwritten using newer version.
