[TYPO3-translators] availability of translations

TER was not updated for some time (since 21.11) with new translations. It should be ok now. We know what was the problem and we will avoid it in future.

What do you mean by "changes to TYPO3 itself"?

Translation server is not a demo server and we cannot give anyone admin access there. Install tool goes to "Admin tools" module, which is available only to admins. Translation server is supposed to provide only translation services.

Or did I misunderstood your question?
