[TYPO3-translators] German translations and wiki pages updated

Hello,

Thanks to Dmitry I've been able to add quite a few updates to the
German NLS on the translation server. The merge feature worked quite
well. :-)

Steffen Kamper has added a page for the German translation team to the
translation wiki. There's also a changelog page now. I've added a draft
for a common vocabulary list.
