[TYPO3-translators] Hebrew , Russian

Hello,

I am starting to translate some extensions to Hebrew and update the 
existing translation (which is slightly out of date).

I can also help with Russian translations here and there (for instance, 
latest tt_news :)

Where can I start, besides downloading ll-xml ?
