exactly the same behaviour here: even though i uploaded the manual several 
times (over a period of ~18 hours), the old manual is still present.

does not appear at all, since the review section doesn't indicate doc 
changes to the edit section....

writing this, i again uploaded the manual and this time it worked - strange.
