theoretically yes, but not necessarily true.
also, it would be a tedious task to maintain a list of providers and their 
subproviders, i.e. many "providers" just buy their bandwidth from larger 
providers which in return buy their bandwidth from some of the real 
providers.
so, in this respect this criteria doesn't make much sense. for the enduser, 
choosing a mirror by geographical regions (europe, americas, asia or 
denmark, mexico, japan etc.) makes more sense.
