[Typo3-typo3org] Upgrade to 3.8.0 / PHP5

One thing should be kept on the list: If the new TER *insists* on
having PHP5, than *all* EXT on TYPO3.org need to run with PHP5.
So maybe it is wise to check *before* how many EXT *would* run
on TYPO3.org with the new PHP5, ...

I admit I do not know how many EXT are on TYPO3.org, ...
