[TYPO3-team-templavoila] RFC: #7082: Configuration to handle inheritance DS like disabled

Problem:
If the page-template uses inheritance the pagemodule will always create 
a separate structure for different languages. There's no way to inherit 
the page-structure from the default language.

Solution:
The attached patch introduces a new configuration option which enables 
to create the separate structure if the user needs to - otherwise it 
will inherit the structure from the default lang.

Additional information:
A similar patch has been used for quite some time in AOE's templavoila 
version, it makes it much more convenient to use inheritance even for 
the page-DS.

I'm not asking to commit this to templavoila_1-4 because it's still 
changing the behaviour of the pagemodule - please let me know if anyone 
has good reasons why this should go into 1.4.
