[TYPO3-team-templavoila] FYI48: #13079: Hooks to reprocess lKey and vKey in pi1

Problem:
Currently the used lKey and vKey can't be changed during 
frontend-rendering. This might be needed for advaned fallback szenarios.

Solution:
The attached patch adds two hook into _pi1 to modify the used lkey and 
vKey. These hooks will be used by AOE's languagevisibility extensions.

If nobody objects I'm going to commit them in 48hrs.
