[TYPO3-team-templavoila] RFC: #12715: Use technique of 4.3 "New Content Element Wizard"

Since 4.3 there is a new content wizard which is configured by pageTS

Instead of using the 4.3 one i integrated this technique in the new 
content element wizard of TV.

The configuration is a copy of 4.3 with FCEs, but van be reconfigured 
very easy with pageTS only.
Key of CMS Configuration is
mod.wizards.newContentElement

The one of templavoila:
templavoila.wizards.newContentElement

This allows 2 different setups for mixed sites (Classic + TV)

The content element wizard is independent from 4.3 and works also with 
older TYPO3 versions.

If you like rendering in tabs simply use pageTS:
templavoila.wizards.newContentElement.renderMode = tabs

please look to localconf.php for configuration or pending wiki for 4.3 
with detailed description. You can make own groups or define own 
elements with default settings.

The New Content Element Wizard also solves many inconsistences between 
core and templavoila content.
