[TYPO3-hci] TYPO3 Error page

Hi folks,

I've heard of end-users who don't know what TYPO3 is but still know it
from a very infamous place: http://typo3.org/I_do_not_exist

To "fix" this, I would like to revamp the error page and lower the
impression that this is a mistake of TYPO3.

Just removing the logo is probably most efficient, but still looks ugly.

Some I ideas which I had were:
- Introducing more descriptive errors that contain a link to some
  documentation about the problem
- Use more refreshing colours
- Allow custom CSS styling of the page

As always, suggestions are very welcome!
