yes it does, but not permanent and not in all situations, in TCEforms it 
doesn't.

Quick testcase:
Go to User settings, switch to second tab and save. it will stay on second 
tab, also if you change to other module and switch back.

Now open user settings frame in a new tab, do the same - it switchs back to 
first tab
