Well, then the served HTTP headers and/or the pages META data are wrong.

The HTTP headers should be anything but 200, but I think they are 30x 
anyway. We could also add some meta data for robots as well.

When the DB is down/unreachable TYPO3 can do little. All you could do in 
that case is to provide an installation wide HTML template. Maybe you 
can get more templates with a clever mapping of HTTP_HOST via a 
regexp/replace trick. But it must be simple enough to get into a config var.
