[TYPO3-hci] rollover help tips - a little delay?

hello

with 4.2 there is rollover help tips when you get mouse over the 
question mark. The idea is great.

But sometimes it shows because you accidentally move mouse over the 
question mark area. If the window with help tip is huge you need to go 
out of the help tip window to make it disappear. Somehow annoying - 
especially when the tip shows up just over the input field where you 
want to drop the cursor to enter the value.

The solution is simple. 200ms delay before the tip is shown. This way no 
accidental help tip would occurs.

What do you think? However I'am not sure how difficult it is to 
implement such delay.
