[TYPO3-hci] Extension Usuability Review Team

Hi!
I just had a very simple but yet interesting idea. What do you think 
about an Extension Usuability Review Team going through the extensions 
and checking whether they are easy to install, whether the manual is up 
to date and whether settings like dependencies are configured correctly 
by the extension author? Such a team could rate the extension, adjust 
the extension settings (like dependencies) and inform the extension 
author to initiate possible modifications.
