[TYPO3-hci] new element wizard item "menu"

menu is also the wrong wording for it, but sitemap is even worse. I
always have difficulties to explain editors, that they can build more
than a sitemap with that. When I use the term 'menu' they are even more
confused, because a regular menu is the navigation bar on the website.
But it's hard to find a good wording for it, because you can do a lot of
things with the menu content element:
- sitemap
- page teasers
- section index
- additional menues / autogenerated menus

I think it might be impossible to find a suitable wording that covers
most options. Maybe the possibilities should simply be provided as
'extracted/standalone' content element in the wizard - like it had been
for pictures and their alignment (even if it was totally nonsense in
that case and gladly is gone in 4.2).
