[TYPO3-hci] Extension Manager - Usability

I agree: The EM naming and arrangement is confusing and not intuitive. We have:

Loaded extensions (view all active extensions)
Install extensions (view all extensions on the server)
Import extensions (get new extensions from the server)

"Install" makes people think "up/download and install" by default. Instead you can only activate an extension.

Better names would be:

View Active Extensions
View All Extensions
Import New Extensions

But that would also require in language throughout the EM from 'install' to 'activate'
