[TYPO3-hci] Bug tracker as source of HCI-problems?

Hi!

Shouldn't a dig in the bug tracker give us some answers when it comes to
problems within TYPO3?

A selection of reported bugs that is closed without fix should contain
some usability problems. What a user sees as bug but that isn't a
technical bug gives us the assumption that it is a design flaw.
