I think it is related to useability. It is VERY confusing for new editors to have 2 content elements which add a text with image - only with different "positions" that can be defined later on anyway. Providing those two positioning possibilities also suggests that there are no other positions possible at all and so it is even more confusing to see a "strange" field that shows some positionig options.

The other point is to be able to provide more content elements in the wizard like "add a new newsentry", "create a new podcast episode", "create a new customer". Unexperienced editors don't get the point why they have to switch to list view to add a record. In general I dislike splitting the content management in two modules (page and list). Why not only ONE where I can choos a display mode like in common applications? I noticed that the two modules also confuse editors. Maybe the wizard should be canceled at all and we should only provide a context sensitive menu that is always visible (maybe in a collapseable sidbar). This could basicly replace/extend the "module frame" on the left side.
