Don't think so.
What we need is an easy way to have different "views" for the same BE.
IMHO the major problem is, that the BE is completely unconfigured when you
are using a fresh install.
It can take a few days to setup everything properly, and this is what we
have to change.
As Alex Heizer already mentioned in the "Mambo mode" thread, the current
usability of the BE is already very impressive compared to other systems.

IMHO what we need is a set of different extensions.
Each of them contains the whole setup for completely preconfigured BE based
on usergroups.
In the Extension Manager you ca install as many of them as you like

+ BE setup for admins
-  BE setup for Devs
+ BE setup for editors

Each of them can be configured using a wizard, but the default setup will
fit into X0% of the common TYPO3 installations.
After installing and/or configuring them you go to the usergroup setup and
assign one or more of the available views to each group.
Maybe this could be done in the same wizard, so it would be the group that
will be assigned to the view and not vice versa.
The user can use a selectbox if he has got more than one view available,
that will enable him to easily switch between views.
This way an admin can switch to the editors view (and back) while doing some
coaching.

If we do it like mentioned above 95% of all proposals are possible for
_everybody_ within just a few clicks.
