[Typo3-extrev] Task for Review Team

* Check that license are compatible
As there are extensions that use external libs, check that the license
are compatible to each other. In the beginning the extension developer
has to do that job, but no extension with incompatible license should
pass the review team.

Ps: The Debian Project has little team of experts that can help with
license question inside the project.
