[TYPO3-ect] Bypass TYPO3 dependency check

Hi everyone,

There are still extensions coming through without a TYPO3 dependency 
setting - or invalid values such as "6.2.x" (which is not released yet, 
therefore officially not supported and invalid).

Extension developers told me, that they have "issues" when they upload 
the extension via EXT:extension_uploader (for example), but it works, if 
they use the upload feauture at:

http://typo3.org/extensions/extension-keys/upload-extension

This sounds like that the check works well when someone uploads an 
extension to TER via SOAP but you can bypass the check when you upload 
to TER "directly".

Is this a known issue? Is someone already working on it?

It would be very disappointing, if our "TER clean-up initiative" would 
fail, if we would not be consistent here - or what do you think?
