I don't think you find a general solution. In some situations you can 
override this setting, in some not.
If the hoster has PEAR installed, he has to include the path to the 
open_basedir, otherwise it won't work.

So Daniel, i think you should investigate this. You are searching for the 
include_path, may be look for setting openbasedir and if set, use this 
paths, otherwise include_path..
