[TYPO3-ect] drop support of PHP 4

Sorry but I don't see where you uploaded a new version.

Sourceforge still contains the 0.0.21 version. Only 
class.tx_lib_object.php has been updated with the comment "Updating the 
class descriptions".

And the TER has the 0.0.22 version. Have I missed something ?
